Guild Charter - Leadership Selection Policy

Based on the post by Raislin (here viewtopic.php?f=170&t=1600) I thought I would kick off a discussion to gather thoughts.

I have laid out the basic's for review but feel free to throw in anything that is of relevance.

I have also included the previous election policy that has been used at the bottom of the post.

Current GM Nomination Policy

To stand for Guildmaster, you will need to submit a "Letter of Intent" to Caerwyn and Guildops.


Requirements:
You are not required to be subscribed.
Your guildlevel must be at least half of your land level
You need to be at least 25 (IC) years of age
You must adhere to the Acceptable Use Policy of Legends of Terris at all times
You must be a member of the Battlemage Guild, in good standing

A GM term will be for 12 months with a vote of confidence at the 6 month mark (June).

This is a role of leadership that I expect you to take seriously. It will require activity and participation.
You must be willing to work hard to achieve what you seek for the guild. You will have to work with, motivate and encourage others.
If you do not feel up to the task, don't run.


Your Letter of Intent must
1. Be emailed to BOTH caerwyn@legendsofterris.com and guildops@aol.com
2. Bear the subject "Battlemage GM Intent"
3. Come from the email address associated with the standing character (Use EMAIL if you need to update it)
4. Include your character name, age, level and glevel
5. Include your goals and plans for the guild if elected, and the ideas you have for achieving those goals. This should
be fairly detailed.
Please keep in mind that you must have a plan that does not involve adding or changing guild rooms, items, spells or skills.


Letters of intent will be accepted from x through x at xpm (Eastern)

Do not post on the boards at this time regarding your candidacy.

GM Voting Policy

Rules:
1. You have from xx until xx at x PM Eastern
2. You must be in the Battlemages' Guild
3. You must be at least 21 years old
4. You must be a subscribed member of the guild

Note: Voting will occur via the in-game Guildvote functionality

Battlemages, In fear of missing the deadline and in the absence of Salumas I have proposed a charter for Guild Leadership Selection below. Please comment, make suggestions etc.

GM appointment process
- Nominations
1) Self nominations to be posted on the Guild boards. Nominee to present how they intend to take the guild forward.
2) Questions can be posed to the nominee from any Battlemage Guild member
3) The Battlemage applying must be in good standing.
4) The Battlemage applying must be on a registered account
5) The Battlemage applying cannot be a Guild Officer in another guild, on the same account.
6) The Battlemage applying must have the intention to fulfil the 6 month term
7) Nominations are to run for a period of 2 OOC Weeks. Any nominations posted after the 2 weeks will be disqualified.
8) In the event of a draw the nomination process is to recommence

- Length of Service
1) GM term to be 6 months
2) After 6 months in service the nomination process to be commenced on the boards by the current GM

- Vote of confidence

1) A vote of confidence for the GM can be called by any Battlemage in good standing
2) A vote of confidence cannot be called 1 month before elections and 1 month after a GM has been appointed
3) The reasons for the vote of confidence should be posted on the boards with an explanation
4) 3 ratifying Votes of no confidence on the boards will result in a guild vote. The guild vote will be a question on whether a re-election is required. If the majority vote for a re-election the election process will start (See GM Appointment Process)
5) All 3 votes must be from seperate registered accounts

GL appointment process

1) The process for choosing GL's is at the discretion of the GM
2) The number of GL's is at the discretion of the GM
3) The term of a GL is at the discretion of the GM

General
- Rules/Requirements of voting for a GM
1) The voter must be have been registered 3 months prior to the vote
2) The voter must be over the age of 21 (IC years)
3) The voter is allowed 1 vote per subscribed account
4) The voting period will be for 2 weeks (OOC)
5) The guildvote function in game must be used to vote

- Rules/Requirements for rermoval/eviction from the guild
1) Guild membership removal will be at the discretion of the GM
2) The GM is expected to use the 3 strike rule with 2 warnings, a final warning and then removal
3) A guild vote can be used at the discretion of the GM
4) Return to the guild is not permitted once eviction has taken place

- Period in which the Leadership Selection Policy should be reviewed

1) The guild leadership selection policy should be reviewed each 6 month term
2) The policy cannot change unless ratified by the guild
3) The policy changes should be proposed on the boards
4) An ingame guildvote should be used to ratify the changes

I had asked Salumas at the beginning of July to work on the guild charter and election process as per the guidelines that Raislin had set out. Looks like that didn't get done. Thank you for putting forth ideas, Axis. Here are my thoughts.


GM appointment process
- Nominations

4) The Battlemage applying must be on a registered account
- This isn't necessary as, currently, GMs receive a free subscription for the duration of their term.


- Vote of confidence
3) The reasons for the vote of confidence should be posted on the boards with an explanation
4) 3 ratifying Votes of no confidence on the boards will result in a guild vote. The guild vote will be a question on whether a re-election is required. If the majority vote for a re-election the election process will start (See GM Appointment Process)
As Raislin clarified on the boards, the VoC will be an in-game mechanism (a certain number of members must use the command within the timeframe). While you can ask for board posts, it isn't enforceable.
Also, what happens if the VoC results in a tie?




GL appointment process

2) The number of GL's is at the discretion of the GM - Max is 3 currently


General
- Rules/Requirements of voting for a GM
1) The voter must be have been registered 3 months prior to the vote - I don't believe this is enforceable- if someone is subscribed, they can guildvote


- Rules/Requirements for rermoval/eviction from the guild
You should also set parameters for use of the Guild Probation command

I have reviewed Axis statements and concur with most of the items he has stated with the exceptions as follows.

The Gm position should stay at 1 year. 6 months may not be adequate time for the current Gm to finish the tasks he started. The 6 month vote of confidence should cover the remaining 6 months if the membership is not satisfied.

Removal from the guild should not be left up to a single person including the GM and Gl"s. I propose the Gm is able to suspend an individual for set times for each offense , <ie> 1st offense is 2 weeks 2nd offense 1 month , after the third offense a Guild Officer meeting is to be called and a vote of expulsion can be taken.
The power to expel is to great a temptation for one person to hold , especially if said person is calling for a VOC .
